Upcoming AdSense referrals changes: pricing structure changes plus retirement

If you're in North America, Latin America, or Japan, the pricing structure for AdSense referrals is changing. If you're outside of North America, Latin America, and Japan, AdSense referrals will be retired. Source from : http://adsense.blogspot.com/2008/01/upcoming-referrals-changes.html

Adsense referrals will no longer be offering the $5 bonus or $2000 bonus, it will return to the original payout structure. That part if fine.

The part that mystified me was the fact that European publishers could no longer promote this product. So, if I get this right I cant promote Adsense refs because I'm a UK webmaster, even though the majority of my traffic is North American and over 90% of my site visitors are webmasters?

That decision makes absolutely no sense to me.
